Consultancy: Disaster Displacement Project Manager, Pacific Region

The Internal Displacement Monitoring Centre (IDMC) is the world’s authoritative source of data and analysis on internal displacement. Since our establishment in 1998 as part of the Norwegian Refugee Council (NRC), we offer a rigorous, transparent and independent service to the international community, and inform policy and operational decisions to improve the lives of people living in, or at risk of, internal displacement.

With a team of 30 people in Geneva and an annual budget of 5 million USD, we monitor more than 200 countries in the world for which we provide verified, consolidated and multi-sourced estimates of the number of people internally displaced or at risk of becoming displaced by conflict, violence, disasters and development projects. We complement this global data with interdisciplinary research into the drivers, patterns and impacts of internal displacement. Using this evidence, we provide tailor-made advice and support to inform global, regional and national policy-making. Our data and evidence are published on our website and via our Global Internal Displacement Database (http://www.internal-displacement.org/database/displacement-data). Our flagship report, the Global Report on Internal Displacement (http://www.internal-displacement.org/global-report/grid2019/*), published every year in May, is the world reference on IDP statistics, featuring trends and thematic analyses, country and regional spotlights.*

1. Role and responsibilities

The purpose of the Project Manager consultancy position is to provide overall support, leadership, and guidance on an EU-funded Pacific disaster displacement project.

The following is a brief description of the role.

1. Project management: provide overall leadership of the project, and ensure the successful and timely achievement of planned activities, outputs, and outcomes.
2. Coordination: strengthen collaboration and coordination between partners and related projects working on issues of displacement and mobility in the Pacific
3. Representation: in collaboration with project partners, represent the project in meetings with donors, prospects, and key stakeholders
4. Budget monitoring: regularly monitor planned versus actual expenditures, ensure accurate and timely financial reporting, inform IDMC HQ of any deviations in spending plan and budget needs.
5. Project monitoring, reporting, and evaluation: develop and implement project monitoring and evaluation (M&E) plan, conduct monitoring field visits, coordinate project partner inputs into donor reports, support implementation of external evaluation.

Specific responsibilities

• Chair regular meetings with Project Management Committee
• Develop and regularly updates project work-plan and create a system for monitoring work-plan
• Co-convene national and regional capacity-building workshops and consultations with IOM and PDD
• Participate in inter-agency coordination meetings addressing issues of disaster displacement and mobility, risk reduction, and climate change and represents project
• Convene monthly check-in meetings with partners
• Monitor expenditures against available budget
• Support development of communications products including informational brochures, promotional videos, ensuring visibility of project partners and donor.
• Ensure donor compliance and achievement against all commitments.
• Establish and implement M&E system that enables and encourages all partners to utilize and measure progress against planned commitments.
• Proactively identify opportunities for partnership and co-funding with prospective donors.
• Support recruitment and management of an external evaluation and audit at close of project.
• Support implementation of city case studies and fieldwork related to improvements and rollout of disaster displacement risk model
• Support development of country-level dashboards for disaster displacement risk model

Critical interfaces

• IDMC’s Data and Analysis Team – for technical support on displacement monitoring and analysis, and roll-out and application of IDMC’s disaster displacement risk model
• IDMC’s Policy and Research Team – for technical support on urban internal displacement and implementation of city case studies
• Project partners – for enhanced coordination and to ensure alignment of activities
• Key stakeholders including government representatives, civil society organisations, et.al.

• 5-10 years of relevant experience managing projects working on issues of: internal or cross-border displacement, disaster risk reduction, climate change adaptation, or related.
• Fluency in English, both written and verbal
• Excellent organisational skills
• Experienced in developing and implementing M&E plans
• Proven networking and relationship management skills

Context related skills, knowledge and experience:

• Master’s degree in international development, environmental protection, disaster risk reduction, climate change adaptation, or related degree.
• 3-5 years’ experience working in the Pacific region with established network of partners

3. Miscellaneous

• This is a consultancy of approximately 240 days to be undertaken over a 12 month period
• Registration as a “sole trader” or consultant in country of residence or as employee within a consultancy company is required
• The position will report to the IDMC Head of Data and Analysis
